An Overview of the Science for Change Program

The Department of Science and Technology (DOST) endeavors to significantly accelerate Science, Technology and Innovation (STI) in the country through massive increase in investment on S&T HRD and R&D through the Science for Change (S4C) Program.

The Science for Change (S4C) consists of four (4) components: Program Expansion in seven (7) areas, New Programs in six (6) areas, the Grand Plan for S&T Human Resource Development, and the Accelerated R&D Program for Capacity Building of Research and Development Institutions and Industrial Competitiveness.


Message from Former Secretary Fortunato T. dela Peña

As we welcome the year 2021, the Department of Science and Technology recognizes the urgency to stay ahead of paradigm shifts. The new environment demands a dynamic response in the way we do things. I am glad that the Science for Change Program (S4CP) is quick to adapt and innovate in ensuring the continuity of our research and development (R&D) activities.  

To sustain our efforts in accelerating R&D, there is need to focus our efforts and resources to strategic solutions. The launch of the S4CP website marks the program’s readiness for the new environment and our commitment to the continued development of R&D projects.    

One of the most notable features in the website is the interactive map of successful S4CP projects and the navigable buttons outlining the sub-programs. It is my sincere hope that academic institutions, R&D Institutes and most especially, the private industries, will take time to consider employing R&D in their strategic plans. 

My congratulations to the academic institutions, industry and government partners who are part of the Science for Change Program and the S4CP team in embracing the challenges of the new environment with an eye to the future. Let us continue making positive changes as we work to ensure that Science is For The Filipino People!

I am very pleased to unveil the Department of Science and Technology (DOST) – Science for Change Program (S4CP) website! 

As the world undergoes great transformation, there are economic, social, and technical concerns that need to be addressed.  Most of the issues spring from the demand to be innovative.  

The DOST envisioned S4CP to create opportunities in advancing science, technology and innovation in the country.  Since 2017, the S4CP focused on four major sub-programs namely: Niche Centers in the Regions for R&D (NICER) Program, which provides institutional grants for HEIs to undertake quality research that will catalyze and promote regional development; R&D Leadership (RDLead) Program, with RDLeaders supporting the human resources component in every region; the Collaborative R&D to Leverage Philippine Economy (CRADLE) Program, which forms academe-industry partnerships to solve industry problems; and Business Innovation through S&T (BIST) for Industry Program, which facilitates the acquisition of strategic and relevant technologies by Filipino companies to support R&D activities.

Through the S4CP website, we aim to widen our reach and encourage more academic institutions, R&D Institutes, and private industries nationwide to embrace research for development. 

As we continue to battle the effects of the COVID‑19 pandemic, technology has proven to be a vital resource, as digital platforms provide alternative solutions in ensuring that research and development continue to thrive.

SCIENCE FOR CHANGE PROGRAM

Program Management Office

The Science for Change Program Management Office (S4C-PMO) ensures the effective and efficient implementation of the NICER, RD Lead, CRADLE and BIST Programs. It performs coordinating and Secretariat functions required in the accomplishment of the program objectives, as well as the promotion of the programs.  

The S4C-PMO also coordinates with the DOST Regional Offices who assist in monitoring the implementation of the approved S4CP projects in the Regions.

Monitoring and Evaluating Council

The M&E Councils are the DOST agencies that review the project proposals and provide technical assistance and coordinate among different implementing and coordinating agencies. They evaluate the feasibility of the project/program and ensure that the efficient, timely and smooth implementation of approved projects and that set objectives and targets are attained. They conduct periodic field evaluation of the project to identify problems, solutions and remedial actions to avoid delays in the project implementation.
